| Health is considered as a state of complete physical, mental, spiritual and social well-being and not merely the absence of disease or infirmity. Health is one of the vital parameters of a country’s development.Though Right to Health may not be called as a Fundamental Right, however on Liberal interpretation of Article 21 of the Constitution of India, one may attempt to cover Right to Health as an integral part of Article 21; that guarantees Right to Life and Personal Liberty. There are various provisions under the Constitution of India, which deal with the Health of the Public at large. In the above background there are core obligations to be fulfilled by Central and State Government, to ensure this right to its people.The technical leadership has to be strong enough to meet the challenge for providing universal health care, improving quality of life and ensuring health and well-being of its people.
