Public Health (International Health)
The International Health (IH) Division of the Dte. GHS is responsible for the administrative and technical management of Airport/ Port Health Organizations, Land Border Quarantine Centres and Yellow Fever Quarantine Centres, etc.
India is signatory to WHO’s International Health Regulations 2005 and as per IHR 2005 it is mandatory to have a dedicated Health Units present at all International Airports. IHR requires that each international point of entry should have core capacities for undertaking routine public health measures (required 24X7) and specific measures during the times of Public Health Emergencies of International Concern (PHEICs) like EVD, H1N1, and Zika etc.
Airport Health Organizations (APHOs), Ports Health Organizations (PHOs) and Land Border Quarantine Centres (LBQCs) are the health units at international points of entry. Public health measures are statutory health requirements at all international airports/ ports and ground border crossings. Basic aim of these organizations is to control and prevent international spread of public health emergency of international concerns(PHEICs) to ensure provision of safe healthy environment (safe food, safe drinking water, sanitation & Vector control) at point of entries for travellers & the staff working at the POEs in compliance to International Health regulations 2005.
These organizations, along with the IH Division, are functioning since more than 6 decades and are involved in keeping constant vigil towards preventing the introduction of yellow fever into the country. Yellow fever disease is a serious infectious disease with high mortality and morbidity rate, presently prevalent in around 41 countries of African and South American continents. Presently, India is free from yellow fever disease and there is all likelihood of this disease being imported to India through conveyances (aircrafts/ships),mosquitoes, and human travellers arriving from affected countries (if they are not properly immunized). Also, these health units have played a very significant role for preventing a number other dangerous diseases like Zika, Ebola fever, Swine flu, SARS etc.
In addition to this, the IH Division is also responsible for various activities related to Medical Tourism, supervision and monitoring of Yellow Fever Vaccination Centres, coordinating issue of NOC International Conferences, matters of ENC/SON, reviewing of international MoUs and DPR etc.
