Health Programmes
Although public health, hospitals and sanitation etc. fall in the State List while subjects having wider ramification at the National level like Family Welfare, Population Control, Medical Education, Prevention of Food Adulteration, Quality Control and Manufacture of drugs, etc. fall in the Concurrent List where Centre and State, both may, have constitutional authority subject to statues for framing programmes. The programmes framed/developed by Centre are PAN INDIA and such programmes are called National Health Programmes in ordinary parlance. Directorate General of Health Services, Ministry of Health and Family Welfare is instrumental and responsible for implementation of various programmes at a National level in the areas of Family Welfare, Prevention and Control of Communicable and Non-communicable.
